Third party to investigate events leading up to Edmonton Chinatown homicides | CBC News

Third party to investigate events leading up to Edmonton Chinatown homicides | CBC News

The Edmonton Police Commission says it is seeking out an independent third party to review the events leading up to the Chinatown homicides two months ago.

The Commission didn’t specify who would be doing the review.

On May 18, Hung Trang, 64, and  Ban Phuc Hoang, 61, were killed in Edmonton’s Chinatown neighborhood.

Three days before the men were fatally beaten, RCMP officers dropped off Justin Bone, 36, in the city even though bail conditions prohibited him from being in Edmonton unsupervised.

Now, the Commission says it has decided “to seek an external independent third party with a strong legal background to assist in reviewing the circumstances of the individual’s arrival and stay in Edmonton.”

According to the Commission, the third party will be responsible for the following:

  • Assess how and when the Edmonton Police Service interacted with the accused person.
  • Examine applicable police policies.
  • Review publicly available reports or proceedings from other bodies.
  • Provide updates to the Commission with respect to knowledge gained through monitoring ongoing processes and proceedings.
  • Produce a final report for the Commission once all legal proceedings are concluded or could commence. The report would outline all known information, potential gaps in knowledge, and recommend how the Commission could address knowledge gaps going forward.

This comes after the killings sparked outrage over high rates of crime in Chinatown and prompted calls to halt the release of incarcerated offenders into Edmonton’s core.

In a Twitter thread Monday, Mayor Amarjeet Sohi called the incident “preventable,” expressing his frustrations on the events that led to the deaths.

“I too have questions about how our justice and policing system failed this community,” Sohi wrote in a tweet.

In late May, referencing the homicides, Alberta Justice Minister Tyler Shandro used his power under the Police Act to demand a report from the City of Edmonton on what is being done to get crime in the city’s core under control.

Back in June, Trang’s daughter Christina Trang said she was sickened to learn about Bone’s interactions with police.

She said she can’t fathom why he was dropped off in the city, adding RCMP and police have broken the public trust.

The police commission says the third party report will be released after Bone’s trial.

German police probe incident at Scholz party event

German police probe incident at Scholz party event

BERLIN — German police are investigating after several women reported feeling unwell following an event hosted by the parliamentary group of Chancellor Olaf Scholz’s party.

Berlin police said Saturday that the investigation was triggered by a 21-year-old woman, who felt dizzy and unwell several hours into Wednesday’s summer party for the Social Democrats and then was unable to remember the evening the following day. She went to a hospital for checks, and police ordered a blood test for an analysis of possible toxic substances.

The woman ate and drank at the event, but didn’t consume any alcohol, police said. By Saturday morning, another four cases in which people reported similar symptoms had emerged. German media reported that they apparently were victims of so-called “knockout drops,” which can be mixed into drinks or food. Police said they were awaiting test results.

Police opened an investigation of persons unknown on suspicion of bodily harm. Both they and the center-left Social Democrats said they weren’t aware of any offenses beyond that.

The Social Democrats’ co-leader, Lars Klingbeil, told Welt television he was “furious that something like this could happen at an event” organized by the party. He said the parliamentary group’s leadership is cooperating with authorities and he hopes “that the perpetrator or perpetrators can be caught and then brought to account.”

About 1,000 people attended the annual party on Wednesday, including the chancellor, party lawmakers and their employees.

In ‘one of nature’s greatest events’ a party of over 150 ocean giants, signals hope for vulnerable species

In 'one of nature's greatest events' a party of over 150 ocean giants, signals hope for vulnerable species

In a “thrilling” Antarctic spectacle, for the first time since whaling was banned, dozens of southern fin whales were spotted feasting together. This has been hailed by scientists as a sign of hope for the world’s second-largest animal, second in length only to blue whales. The ocean giants possess a slender body that helps them glide through water at a really high speed. However, even this speed couldn’t help them evade whaling. In the 20th century, they were driven to near-extinction by hunters who systematically shattered populations of whales globally. Their numbers reached an alarming one to two per cent of the original population size. A whaling ban in the 1970s helped rescue the mysterious animal from the brink of nothingness.

Although researchers claim that southern fin whale populations have been slowly increasing following a 1976 whaling ban, there have been only been a few reports of these fascinating creatures in big groups at their traditional feeding areas.

Watch | Non-vegetarians, will you make changes to save Earth?

But scientists and filmmakers were able to record footage of up to 150 southern fin whales in Antarctica, in what Herr called “one of nature’s greatest events.”

Wildlife filmmakers from the BBC captured footage of the fin whales using a drone as they swooped and lunged through the water, launching huge bursts of air as they surfaced.

According to Helena Herr, a researcher at the University of Hamburg and the study’s primary author, “one or two percent of their original population size.”

“We’re talking about a couple of thousand animals left for the whole southern hemisphere area.”

The scientists unofficially dubbed it the “fin whale party” as the massive animals feasted on swirling krill swarms.

Fin whales were observed in around a hundred groups over two voyages in 2018 and 2019; these groups ranged in size from eight enormous congregations of up to 150 whales to small gatherings of just a few individuals.

Prior to now, feeding groups of whales were only ever observed with a maximum of twelve members.

The authors calculate that there may be close to 8,000 fin whales in the Antarctic region using information from their surveys. Fin whales are presently classified as “vulnerable” by the International Union for Conservation of Nature, and it is thought that there are 100,000 of them worldwide, with the majority living in the northern hemisphere.

P-town is a quaint seaside New England vacation locale that is both a gay mecca and a destination for chowder-swilling straight people. New York’s ClampArt has assembled a knockout group show that caters to the former contingent. It leans heavily on the sensual male form. All of the work assembled from queer icons like Peter Berlin, George Platt Lynnes, and Will McBride is redolent of the summer season. Of particular note are the lovely and languid black and white PaJaMa photographs of painters Paul Cadmus and Jared French on the shore of rival homosexual beach destination Fire Island.

Trio named as Calgary event centre third party for negotiations, timeline still undetermined – Calgary | Globalnews.ca

Trio named as Calgary event centre third party for negotiations, timeline still undetermined - Calgary | Globalnews.ca

A trio of Calgary businessmen have been selected as the third party to help determine whether Calgary Flames ownership is interested in re-entering negotiations to resurrect an agreement to build a new event centre with the City of Calgary.

City officials announced on Wednesday that the third party is made up of three men with commercial real estate experience: CBRE executive vice president John Fisher, NAIOP Calgary director of strategic initiatives Guy Huntingford, and Phil Swift, executive chairman at Ayrshire Group.

According to Stuart Dalgleish, the City of Calgary’s general manager of planning and development, the group brings “considerable expertise” in commercial real estate as well as large developments.

“The third party is having discussions with both the Calgary Sports and Entertainment Corporation (CSEC) and the City of Calgary with a view to determining whether there is interest in discussions towards a new event centre,” Dalgleish told reporters following Wednesday’s event centre committee meeting.

The update from administration came after the committee went into closed session for nearly two hours.

The third party has also been tasked with finding other parties interested in partnering on the event centre project. But administration said the group has only engaged with the city and Flames ownership so far.

City officials also said that there is no formal timeline or commitment in place to “establish interest in re-entering discussions to construct an event centre and what conditions might be required to do so.”

Construction was set to begin back in January on the more than $600 million event centre, but the agreement between the City of Calgary and CSEC to replace the aging Saddledome officially came to an end on Dec. 31, 2021.

Days earlier, Calgary Mayor Jyoti Gondek said she was informed by CSEC that it would not be going forward with the project.

At the time, CSEC said that there was no viable path to complete the project due to rising costs, as well as concerns with infrastructure and climate costs attached to the development permit by the Calgary Planning Commission.

According to city administration, the third party will bring forward recommendations on a possible path forward after clarifying the “items and interests behind the terminated agreement and the current landscape” of the event centre project, following meetings with the city and CSEC.

“We had a hurdle that was building a relationship. So we’ve done that and we’re on our way,” event centre committee chair Sonya Sharp said. “Everybody wants an event centre built, so now we’re going to move forward with administration and with the third party — the event centre committee is working towards that goal.”

City officials said the third party is under a confidentiality agreement and will report back to city administration on progress, which will be brought to the committee for updates.

Sharp said her hope is to maintain transparency with the public throughout the process.

“With anything that comes publicly, we are going to make sure we can say what we can publicly,” the Ward 1 councillor said. “We also have to respect business and business owners that a lot that confidentiality has to remain.

“So we have to make sure that what we can say in the public is for the best interest of everybody, including Calgarians.”

The original deal to build a replacement for the aging Saddledome was struck in 2019 with a total cost of $550 million, but CSEC said costs had ballooned to around $640 million by December 2021.
